Where did you get your information, "The cost of healthcare insurance for a family of four is presently over $12,000 per year. Who should be the payers for healthcare?

Consumer must care about its present health rather than the money for retirement. Government should give some rebate on the medical billing.

I believe there should be medical savings accounts with tax deduction benefits which are not attached to any health insurance plan. Right now, you can't open a medical savings account unless it is connected to a high deductible plan. Problem is the premiums on those plans have quadrupled in the last few years and the deductibles are unrealistic ($10,000 with $20,000 out-of-pocket). Complete control of their money must be given to the consumer without insurance companies making up any restrictive rules.
